The surge has prompted renewed calls for accessible helplines, legal aid centers, and community counseling programs. Activists warn that many victims remain silent due to stigma, fear, or lack of support.
“Behind every complaint is a cry for dignity and safety,” said a representative from a Karnal-based NGO. “We need more than laws—we need listening posts and healing spaces.”
The Karnal District Legal Services Authority is reviewing proposals to expand mobile legal clinics and fast-track protection orders. Meanwhile, civil society groups are organizing awareness drives in schools, markets, and religious institutions.
