Haryana Banao Abhiyan Renews Demand for Separate Capital and Independent High Court

The Haryana Banao Abhiyan Samiti has intensified its long-standing campaign for a separate capital and an independent high court for the state, citing administrative delays and symbolic dependence on Chandigarh. In a formal meeting with Vidhan Sabha Speaker Harvinder Kalyan, the delegation presented a memorandum outlining the constitutional and logistical rationale for the demand.
The Samiti argued that Haryana, despite being a full-fledged state since 1966, continues to share its capital and judicial infrastructure with Punjab, leading to systemic inefficiencies and diluted representation. “A distinct capital and high court are not just administrative necessities—they are expressions of Haryana’s identity and autonomy,” said a spokesperson for the movement.
Speaker Kalyan acknowledged the concerns and assured that the matter would be taken up for discussion in the upcoming legislative session. The proposal has garnered support from legal professionals, student unions, and cultural organizations across the state.
Experts note that the creation of a separate high court would require constitutional amendments and central approval, but emphasize that the demand reflects a growing sentiment for regional empowerment. The movement has also proposed Karnal and Rohtak as potential sites for the new capital, citing infrastructure readiness and historical significance.
